A minute that records only items 1, 2, and 10 records that a meeting happened. A minute that records all 10 items records that a CIP-aligned governance review happened. The distinction matters in:

- **Due-diligence contexts** — an acquirer assessing the target's governance maturity
- **Claim contexts** — an insurer determining whether the loss arose from a documented or undocumented operational position
